ON a completely distracting comment, the site has been updated, and the RSHL does not run it's own DNS server, in the hopes to help curb problems. You might see a screen if the site won't load, that is expected.

So perhaps it's a good thing I we are not running the DNS in-house, it seems the IP address for the site has changed, even though the network has not. Those that know what they are doing are seemingly masking the location.

On a unrelated, I have been looking at the blocked IPs, to see this new company wasn't being blocked. I have found there is one IP Range that comes back to "Huawei-Cloud-SG" based in Singapore, I've found over 19K of records between 11/15/2024 - 3/19/2024.

Seems ridiculous to me.
