Plus nothing stopping EDM from bidding 10M on Halak, and nothing stopping SJ from dropping out on the other guys and bidding 10M on Halak

Regardless of whom has the 10M bid on Halak now (its Boston), both Edmonton and San Jose could make the same bid. Calgary AND LA both must have 10M bids to get to round 3. I cant make this any clearer Andrew.

please be fully advised that roll of the dice ONLY happens at close, if 2 bids are EXACTLY tied they just move forward. Perhaps I consider a roll of the dice if only 2 are involved... have to think that over.
